'Barking Dog Log' Triggered following Complaint

The complainant, a resident of Garibaldi Lane, must keep up the 14-day log in order for police to assess a fine for the owner of three dogs nearby.

 

A Garibaldi Lane resident is keeping up what New Canaan police call a “14-day barking dog log” to jot down detailed information on when animals in a nearby home are barking and for how long.

Police at 11:30 a.m. on March 12 received a complaint about three barking dogs in a home in that area.

State law requires police to prove that a dog is barking in order to issue an infraction summons to a dog owner. In New Canaan’s system, the 14 days of barking do not have to be consecutive, according to Officer Mary Ann Kleinschmitt of the New Canaan Police Department’s animal control unit.

Police also have gone to the area of the home in question—but kept out of sight—to corroborate that there’s a problem with dogs barking.

“We like to understand ourselves that there definitely is a problem in these cases,” she said.
