New Canaan Man Accused of Dumping Animals Near Hutch

Andrew Manesis, 66, faces four misdemeanor charges after Westchester County Police say he illegally disposed of animal remains along the Hutchinson River Parkway in Harrison.

 

Westchester County Police have arrested a Bronx veterinarian in connection with the along the side of the Hutchinson River Parkway in Harrison.

Andrew Manesis, 66, who lives on Oak Street in New Canaan, CT, was arrested Friday and charged with scheme to defraud in the second-degree, violation of environmental conservation law and two counts of petit larceny—all misdemeanors. 

Transportation maintenance officials discovered 35 dead animals at the northbound entrance to the Hutchinson River Parkway from Westchester Avenue on April 5. They found 26 cats, eight dogs and a lizard in black garbage bags in dense woods near the highway.

Police believe Manesis, who works at the Throgs Neck Animal Hospital at 3800 East Tremont Avenue in the Bronx, was asked to properly dispose of the animals after they had died of natural causes, but instead drove to the location and dumped the animals on the side of the road.

“Dr. Manesis was entrusted by his clients to dispose of their pets’ remains in a proper and dignified manner,” Public Safety Commissioner George N. Longworth said. “Instead, it appears he simply pulled off to the side of a local highway and tossed the animal carcasses into the woods.”

Police used evidence from the scene to find the owners of two of the pets. Those pets provided a link to the Throggs Neck Animal Hospital and ultimately to Manesis, police say.

The arrest is the result of a joint investigation by the General Investigations Unit of the Westchester County Police and the Humane Law Enforcement Division of the Society for the Prevention of Cruelty to Animals of Westchester.

County Police detectives are currently working to identify the remaining 33 animals found on the side of the parkway and find their owners. Anyone with information can contact detectives at 1-877-220-3560. The county police also accept tips by text and email at TIPS@WCCOPS.COM.

Manesis is due in Harrison Court on June 5.

Absolutely ATROCIOUS - I think he should have his license taken away immediately until a full investigation can be done. If this is true, and he has been dumping these pets along the road, then I am sure it's been going on for a long time, including many many years. Pet owners should sue the pants off this con artist!! At the very least, he should have his Veterinary license taken away and never allowed to touch or go near an animal again. Volunteering in shelters is a ridiculous "punishment" for a Vet - they have done their volunteer time during their internships and residencies. If it did not sink in then, at age 25, then it is a lost cause today. Time to throw the Vet away w/ the bathwater. Feel free to dump him in the Hudson when all is said and done!!

To me he is an uncaring VETERINARIAN who is in it just for the money and not for the love of animals. Probably put animals to sleep because he didn't want to waste his time trying to save someones pet. Dumping animals who were once owend by people who cared and trusted him to dispose of them properly is sick. What a jerk! I went to Broad River Animal Hospital and they not only helped give my now 14 year old dog a second chance, they let me pay monthly because I didn't have the cash on hand. They care. New Canaan Vet. Hosp. is uncaring also. My cat almost died because all they wanted was money right away. Thank god for Broad River!

There is nothing in this article that could lead a reader to any of the stipulations that you have made re: a 3d party, anyone else involved, an Audi or "allogations" of any kind. Perhaps you meant "allegations." And perhaps you meant to write something that was fact based. Perhaps you could do that in the future or simply stay in that private fantasy world in which you clearly live.

New Canaan Veterinary hospital treated my dogs (both now deceased) for 14+ years. The staff always treated my animals as if they were their own. The Doctor always listened to me and never gave me any "I know better than you, I went to school for this" attitude.

I agree w/ Mary Parker - he probably put those poor souls and many other animals before them to sleep because he didn't give a rat's hair! And for that alone he should be stripped of his license. It's almost as if the animals who were destroyed are coming back to haunt him with this arrest. Everyone always says that what goes around comes around - and that bad karma will come back to bite you in the behind one day when you least expect it. This is a perfect example of that. The chickens coming home to roost and the poor souls that he killed and dumped along the hutchinson river parkway have now had a voice. This guy has been outed! I should also add that years ago, we would read about prostitutes being dumped along the same stretch of road - just like dead animals - and I wonder if someone is capable of doing this to animals, would they also be capable of doing this to humans? You be the judge! I already have the answer for myself and no one is going to change my mind on this debate. The proof is already there alongside of the research. Animals and humans who are abused alike by abusive people. Mary Parker - I agree w/ you on Broad River Animal Hospital too! Such great people - I always liked and trusted Dr. Senker so much. He took such good care of my dogs in the past and the dogs at the WTC where he volunteered his time around 911. Any Vet who does not offer payment plan options today is not in it for the animals. People are hurting and can barely afford their pets!!

I am so glad to hear they are trying to identify the remains of these animals. PLEASE give them their dignity back and let them know that humans are not all terrible. Many of us REALLY CARE about their feelings and their lives too!!!!! RIP babies.....you are free and over the rainbow bridge now where no one can ever harm you again.....

I'm sorry if our policies about billing and payment which we also offer for people in need, got mixed up with a veterinarian who lives in New Canaan, owns a practice in the Bronx and dumps dead animals on the road is getting confused New Canaan Veterinary Hospital. I am Dr. Paul M. Potenza, DVM owner of New Canaan Veterinary Hospital for the past 20 plus years and we are not the doctors or practice involved in this case. This veterinarian in question lives in New Canaan on Oak St. You would know this if you read the article.

What happened to innocent until proven guilty? This article doesn't show that it was found the doctor changed services within the last year but is stated in others. Also, how dare another doctor come with accusations that he is treating animals out of his home becuase of hearsay and to make himself look better.

Excuse me Kevin. Let me explain: my client informed me when I asked about her pets' vaccinations that her neighbor administered them to her pet. I personally reviewed a vaccination certificate from the veterinarian that these vaccines have been done by this particular veterinarian. This is not hearsay. And furthermore, animals who are euthanized at a veterinary facility are usually removed from the premises by a certified animal crematory. Whether he charged these people for the services or not, it is an environmental hazard to dispose of them in this way - regardless of the moral repugnance of it. The authorities have not accused a certified crematory service of improper disposal. Where else would these bodies come from? The few owners who were identified obviously knew where they brought their dead or dying animals for treatment. Oddoly enough, because the article said "New Canaan vet", instead of "Bronx vet" some people believe that it was my facility "New Canaan Vet" that perpetrated this egregious act. Far from trying to make myself look better, I am trying to protect the reputation of the only full service Veterinary Hospital in New Canaan, that has served the town for over 60 years, and that happens to be the source of my livliehood for the past 20. Dr Potenza - I don't think people were confusing your practice with this other vet. Your name got sucked in by way of Mary Parker's off-topic post where she was lauding Broad River as a caring facility and putting your's down as being uncaring. I have never heard bad press about your facility among my friends with dogs.

Thanks, Ade, I appreciate that. I have been watching this story on several news websites and there is some confusion, nonetheless. This is an extremely distressing story, regardless of the fact that our practice was inappropriately characterized as uncaring. Even mentioning us as an aside in this context is very distressing. As a small town business, we have spent many years building our reputation,and it deserves defending for the good of the 20 people who make a living here.

Dr. Potenza, as a small town business owner from the same town, I would think you would understand that he should still be not assumed guilty. You should also know that people are more than happy to accuse people from areas like New Canaan because they like to knock us off the pedestals they think we all live on. I for one am not the wealthiest person by any means and have been a resident for almost 27 years and know this all too well. The second anyone presumed to be wealthy is accused, others jump on and try to put them down. This is clearly not as extreme, but look at the Duke Lacrosse individuals. Also, you wrote your comments about him not having zoning before anyone made any reference that could be mistaken for your practice. You clearly were happy to try to throw more mud on this man's name before it even could have affected you and business so you really can’t act noble like you are protecting yourself and the 20 individuals at your practice. Your comments have confirmed my unwillingness to ever bring an animal to your practice. Dave Pet, if he didn't know that the other company was not legally disposing them, then how was it wrong for him to think that they were performing their duties? If you are paying for a contracted service, you expect it to be carried out in the proper way.

Kevin as a biz owner myself if I contract anything out I make sure I have full ref list and back round check on owner plus i check in to who I am using, for if they screw up in any way that my biz is not compromised in any way. This is a perfect example of someone who lacked to check on the pepole he deals with I assure you I would not want to use someone who lacks in certain areas

I agree thoroughly with Dr Potanza. He has a right and obligation to his employees and the public to state that the news article did not relate to his practice in any way. Since we are a small communty the press should have stated and had a responsibility to make sure that New Canaan Vet had absolutely nothing to do with the report. Since the press failed, just as they did with its article using the name "Joe Pizza" in an article which had nothing to do with Joes Pizza in New Canaan. New Canaan Vet and Dr Potenza have always been my choice and has given my pets many more healthy years of life with their exceptional service and knowledge.
